Our comprehensive loan reviews are conducted in full compliance with SBA SOPs and regulations and SBA’s Office of Credit Risk Management’s Independent Loan Review Guide. We also offer expert guidance on loan servicing, liquidations, and policy development.
Meet the Team
Hollis Carter and Heather Newgreen have a combined 43 years of experience in the SBA 504 industry. After retiring from SBA, Hollis created an independent loan review firm and has been reviewing CDCs across the country for the past ten years. In 2025, Hollis and Heather joined forces. Their complementary backgrounds—Hollis's extensive SBA expertise and Heather's deep understanding of CDC operations—make them uniquely qualified to provide expert independent loan review services for the SBA 504 loan program.
For the past three years, Hollis and Heather have also taught NADCO University’s Basic and Advanced Servicing courses together, bringing specialized knowledge to industry leaders and portfolio managers across the country.

Hollis retired from SBA in September 2014 after 29 years of Federal service (23 with SBA). He has experience in 504 and 7(a) processing and servicing, and managed the 504 Liquidation Division at the Little Rock Servicing Center from 2006 until his retirement. He now focuses on independent loan reviews and training.

Heather worked in the CDC industry for 19 years as the Portfolio Manager for a mid-sized CDC where she managed all complex servicing actions, liquidation, compliance management, and oversight of ILR and OCRM audits. She has also taught several training courses, webinars, and served on panel discussions for NADCO. Heather is a graduate of the University of North Carolina at Greensboro and lives in Charlotte with her husband and their two children.
